Abstract |
The document provides technical guidance to the states that are interested in allowing credits generated in their clean fuel vehicle fleet program or similar state-originated program to be used for emission credit trading. State-originated programs to grant these credits may be substantially different than the federal fleet program. EPA believes these trading programs should be designed not only to permit cross-source credit trading, but also to enhance an objective of the fleet program: encouraging the purchase of clean fuel vehicles that offer long-term environmental benefits. |
