Abstract |
The purpose of the document is to provide information on alternative control techniques (ACT) for volatile organic compound (VOC) emissions from the storage of volatile organic liquids. The control techniques described in the document are applicable to storage tanks in all industries; however, most tanks described in the document are located at petroleum refineries, chemical plants, pipelines, and liquid terminals. The document contains information on emissions, controls, control options, and costs that States can use in developing rules based on reasonably available control technology (RACT). The document presents options only, and does not contain a recommendation on RACT. |
