Abstract | Eliminating or reducing one form of pollution may create or aggravate other environmental problems. Sections 304(b) and 306 of the Clean Water Act (CWA) require that the U.S. Environmental Protection Agency (EPA) consider the non-water quality environmental impacts (NWQI) of effluent limitations guidelines and standards (ELGs). This report presents the methodology and estimates of the NWQI for seven regulatory options that were considered for concentrated animal feeding operations (CAFOs), including beef feedlots, dairies, and heifer, veal, swine, broiler, layer, and turkey operations. |
