Abstract | The report contains the results of additional analyses of the data generated by a panel of medical experts for a study of Human Health Damages from Mobile Source Air Pollution (hereafter referred to as HHD) conducted by the California Air Resources Board in 1973-75 for the U.S. Environmental Protection Agency. The analysis focused on two topics: (1) assessment of the accuracy of group estimates and (2) generation of a model of the group estimate as a function of percent of population affected and degree of impairment. Investigation of the first topic required a more thorough formulation of the statistical theory of errors as applied to group judgment than has been available up to now. This formulation is presented in Section 5 of the report. A major new feature of this theory is the postulation of a psychonumeric scaling on estimated numbers analogous to the psychophysical scaling of sensory magnitudes. The investigation of the second topic and the application of the theory of errors to the data from the HHD studies are presented in Section 7. |
