Abstract | The term 'institution' and its several variants are used frequently in the literature of urban-metropolitan water management. A review of the various usages in social science literature, government reports, and studies concludes that the term was often used as a kind of 'black box' to account for, but not explain, behavioral, societal, or managerial factors. The review concludes that equating institutions with organization is unfortunate, obscuring some of the behavioral dimensions of social analysis, and recommends more discriminating use of the concept. |
