Abstract | As authorized by the Solid Waste Disposal Act of 1965 and its amending legislation, the Resource Recovery Act of 1970, the U.S. Environmental Protection Agency has been aiding local governments and private enterprise in the development and demonstration of various systems of resource recovery. The Franklin, Ohio, project is one of the first successful efforts. This pilot plant is a commercially operated facility that recovers paper, metals, and glass from the city's solid wastes and disposes of the remainder, together with municipal sewage sludge, by methods that do not pollute the land, water, or air. The innovative process involves wet-grinding, fluid separation, resource recovery, and incineration. |
