Abstract | EPA personnel have conducted an in-depth review of the grants program for construction of municipal waste water treatment facilities. The study examined EPA policies, procedures, and performance with regard to the major goals of the program. The overall primary goal of the program is to achieve the most cost-effective abatement of municipal waste water pollution through the proper planning, design, construction, and operation of treatment works. The report includes a series of recommendations designed to ensure that EPA is making adequate progress towards these goals, including certain program refinements, such as more active Agency involvement in the early states of the process, and increased emphasis on the post construction stage. |
