Abstract |
New source performance standards (NSPS) implement section 111 of the Clean Air Act, as amended (the Act). The NSPS are issued for categories of sources which the Administrator determines cause, or contribute significantly to, air pollution which may reasonably be anticipated to endanger public health or welfare. The Environmental Protection Agency (EPA) previously determined that starch production plants are major contributors to air pollution that may reasonably be anticipated to endanger public health or welfare and, thus, constitute a major source category for the purpose of Section 111. |
