Abstract |
Chlorofluorocarbons are suspected of contributing to the depletion of stratospheric ozone. The U.S. EPA sought information on a number of different regulatory options, including the implementation of a marketable permit system in conjunction with a production cap on the manufacture of chlorofluorocarbons at 1980 levels. This report analyzes the implications of various permit distribution systems. It discusses who gains and who loses and what transfers of wealth may occur when permits are allocated or auctioned to manufacturers, first-line purchases, and final users and consumers. The report discusses problems that may arise under the various distribution methods. Each method has its strengths and weaknesses. |
