The handbook is intended as a guide to help water agencies through the process of selecting incentives that and appropriate and cost-effective for their jurisdiction. It also provides a cost-effectiveness framework to help the agency determine how much of an incentive customers need to participate in the program and how much of an incentive the agency can afford to offer.
