Abstract | The area of coverage (area) for this Area Contingency Plan is the inland area of the USEPA Region I RRT, including inland waters and the states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont. This first volume contains generic language and planning information that applies to all designated Areas within the Region and draws upon the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) and the Region I Regional Oil and Hazardous Substances Pollution Contingency Plan (RCP) where appropriate. The contents of Volume I include authorities, abbreviations and definitions, and general language describing the National Response System (NRS) to address discharges or the substantial threat of discharges of oil or hazardous substances. |
