Abstract |
The report uses a pilot study to illustrate how data and procedures laid out in the TSD can be used to derive water quality-based permit limits. Data that are reviewed include toxicity tests and effluent dilution data collected on the ITT Rayonier discharger on the Amelia River in Florida. All of the data used in illustrating the TSD procedures were collected by U.S. EPA (Region IV and the Office of Research and Development) or ITT Rayonier. The report describes how waste-load allocation (WLA) and permit limits for whole-effluent toxicity are developed based on mixing zone impacts (USEPA, 1985). |
