Abstract
Capacity development is an effort by the States to help drinking water systems improve their finances, management, infrastructure, and operations so they can provide safe drinking water consistently, reliably, and cost-effectively. As a first step, each State will prepare its own capacity development strategy. Although the details will vary depending on the particular needs of the State's water systems, each strategy will specify how the State will identify and rank water systems that need assistance.
