Abstract
The proposed action involves Federal financial assistance for the construction of an eight million gallon per day (mgd) wastewater treatment facility and associated elements of a sewage collection system. Various municipalities participating in the Valley Forge Area Wastewater Treatment Project have applied to EPA via construction grant applications for financial aid in constructing portions of the project. The municipalities consist of: Charlestown, East Pikeland, Schuylkill, Tredyffrin, Willistown, East Whiteland and Easttown Townships and Malvern Borough, all of which are located in Chester County, Pennsylvania. Minor short-term adverse impacts are anticipated during initial construction of the facilities. These construction-associated impacts will result in increased noise levels, disruption of traffic, inconvenience to residents, siltation of streams, disruption to wildlife habitats and slight decreases in ambient air quality in areas proximate to construction.
