The manual is intended as a guide for the preparation of State shellfish sanitation laws and regulations, for sanitary control of the harvesting and processing of shellfish, and for the shellfish industry in the maintenance of sanitary conditions during the harvesting and processing of shellfish. It is intended that States participating in the cooperative State-PHS-Industry program for the certification of interstate shellfish shippers will be guided by this manual in exercising sanitary supervision over harvesting, shucking, packing, repacking, and reshipping shellfish, and in the issuing of certificaes to shellfish shippers.
