Abstract
The M.W. Manufacturing site is a former copper recovery facility located in Montour County, Pennsylvania, two miles north of Danville. M.W. Manufacturing were engaged in secondary copper recovery from scrap wire, using both mechanical and chemical processes. Granular carbon wastes generated by the chemical process was dumped onsite, and spent solvents and acids were allegedly disposed of onsite. The initial remedial investigation revealed several areas posing potential threats to public health: the carbon waste pile, four wire-fluff waste piles, a surface impoundment, buried lagoon and contaminated soils, drums and storage tanks. The remedial action addresses the concerns for direct contact with and migration to ground water of contaminants from the carbon waste pile. The primary contaminants of concern affecting the soil are VOCs including PCE and TCE; organics including PCBs; and metals including lead. The selected remedial action for the site includes excavating the carbon waste pile and transporting the waste offsite to an incinerator facility and disposing of the ash in an offsite RCRA hazardous waste landfill.
