Abstract
The Record of Decision (ROD) presents the selected remedial action for the United Heckathorn Superfund Site (the Site) in Richmond, California. Soils at the Site and sediments in Richmond Harbor were contaminated with various chlorinated pesticides, primarily DDT, as a result of these pesticide formulation activities. The final remedy addresses remaining hazardous substances, primarily in the marine environment. The major components of the selected remedy include: Dredging of all soft bay mud from the Lauritzen Channel and Parr Canal, with offsite disposal of dredged material; Placement of clean material after dredging; Construction of a cap around the former Heckathorn facility to prevent erosion; A deed restriction limiting use of the property at the former Heckathorn facility location to non-residential uses; and Marine monitoring to verify the effectiveness of the remedy.
