Abstract
The United States Environmental Protection Agency (EPA) Emission Factors and Inventory Group (EFIG) is investigating the Hot Mix Asphalt industry to identify and quantify criteria and hazardous air pollutants (HAP's) emitted from transport truck loading and silo filling. EFIG requested that EPA's Emission Measurement Center (EMC) conduct the required testing. Under separate EPA contracts, Midwest Research Institute (MRI) and Pacific Environmental Services (PES) performed this emissions testing. An independent technical systems audit was performed as part of the quality assurance evaluation of this testing effort. The EMC issued a work assignment to Research Triangle Institute (RTI) to perform this technical system audit. The primary objective of the testing program was to characterize uncontrolled emissions of the criteria pollutants particulate matter (PM) and total hydrocarbons (THC) and emissions of volatile and semi-volatile organic HAP's including polycyclic organic matter, phenol, benzene, toluene, xylene, ethylbenzene, 2-butanone, cumene, formaldehyde, hexane, isooctane and others.
