Abstract
The purpose of the project has been to (1) identify existing and emerging state hazardous waste management planning needs, (2) describe planning practices designed to address these needs, and (3) relate state observations on the relationship of their planning needs and activities to the Federal Capacity Assurance Planning (CAP) process. To identify and describe planning needs and practices, the project targeted two groups of states (nine publishing formal hazardous waste management plans and nine engaged in other forms of planning). States that prepare a formal hazardous waste management plan are: Connecticut; Michigan; Minnesota; New Jersey; New York; North Carolina; Pennsylvania; Vermont; and Washington. Other states that do not publish a formal hazardous waste management planning document and engage in planning activities: Alabama; Delaware; Illinois; Massachusetts, Missouri, Oregon; Texas; Utah; and Virginia. The primary goal was to obtain a range of perspectives associated with different environmental, economic, institutional, and public policy considerations.
