| Abstract | The handbook is part of a larger study of municipal water rate structures, dealing with the structure of municipally owned water systems; their regulation by local authorities, state public service commissions, and independent boards; and common practices in determining water rate structures. It reflects numerous insights gained from studies of water systems, the contributions of numerous writers in the field, and the suggestions of men most responsible for the day-to-day operations of utility systems, in particular water utility superintendents.
