Abstract
The report discusses the relationships among the major Superfund program management tools. The manual, commonly known as the 'SCAP', identifies program goals and priorities, translates program priorities into targets and measures that are planned and tracked through the Superfund Comprehensive Accomplishments Plan (SCAP), uses targets and measures to allocate resources, and uses the evaluation process to determine whether program goals are being met.
