Abstract |
The Categorical Exclusion Handbook is intended for use by the EPA Project Officers in ensuring that the Special Act Appropriation grant projects are in compliance with the National Environmental Policy Act (NEPA). The Handbook delineates how minor rehabilitation and improvement projects may be eligible for exclusion from detailed environmental reviews under NEPA (i.e., Environmental Assessment or Environmental Impact Statement). The Handbook discusses the following topics: categorical exclusion background information and criteria; categorical exclusion application; coordination and consultation requirements with other State and Federal Agencies; how the EPA Project Officers are to work with grantees to ensure that categorical exclusion application requests are appropriate for the particular proposed action to be funded and to ensure that the categorical exclusion request applications are adequately prepared and documented; the responsible for the EPA Project Officer and the EPA NEPA Compliance Officer. |
