Abstract
The Environmental Assessment Handbook is intended for use by the EPA Project Officers in ensuring that the Special Act Appropriation grant projects are in compliance with the National Environmental Policy Act (NEPA). The Handbook provides guidance to grant applicants on how to prepare a draft environmental assessment for EPA. Also, the Handbook provides guidance to the EPA Project Officer on how to work with grant applicants to ensure that an adequate draft environmental assessment is prepared by the grant applicant. The Handbook discusses the following topics: National Environmental Policy Act background information; template for a draft environmental assessment; coordination and consultation requirements with other State and Federal Agencies; how the EPA Project Officers are to work with grantees to ensure that draft environmental assessments are of adequate scope and to ensure that the draft environmental assessment are adequately prepared and documented; and the responsibilities of the EPA Project Officer and the EPA NEPA Compliance Officer.
