Abstract
Communities across the country are increasingly viewing stormwater management as an opportunity to improve the environment, create attractive public and private spaces, engage the community in environmental stewardship, and remedy the ills of the past, when development took place with inadequate stormwater controls. While stormwater management has enjoyed a higher profile in recent times, communities across the country are striving to build the programmatic capabilities to effectively manage stormwater and meet regulatory requirements, such as Phases I and II of the National Pollutant Discharge Elimination System (NPDES) municipal stormwater permit program.
