Abstract
The directive provides guidance for Action Memorandum, which are concise written records of the decisions selecting removal actions, and the primary decision documents to select and authorize such actions. The document is the first volume of a ten-volume series of guidance documents collectively titled the 'Superfund Removal Procedures.' These stand-alone volumes update and replace OSWER Directive 9360.0-3B, the single-volume 'Superfund Removal Procedures' manual issued in February 1988.
