The Incident Command System (ICS) will be implemented for all major oil and hazardous substance incident responses in the Yampa River Valley Sub-Area. The ICS is a means of managing and organizing emergency operations at the scene to maximize effectiveness and minimize confusion between responding agencies. The Incident Command forms commonly in use at this time for the major functions within the ICS are included at the end of this section. The ICS includes five major functions: command, operations, planning, logistics, and finance/administration. The ICS is based on the premise that one person can effectively manage only three to seven (ideally five) organizational elements. When more than seven or fewer than three elements report to a person, that position should be reevaluated and expansion or consolidation of the organization considered. Individual ICS functions are described briefly in the following paragraphs. |
