Abstract
Section 3004(c) (1) was added to the Resource Conservation and Recovery Act (RCRA) as amended by the Hazardous and Solid Waste Amendments of 1984 (HSWA). The amendment prohibits the direct placement of bulk liquid hazardous wastes in a landfill, regardless of the presence of liners and leachate collection and removal systems. The use of materials that function as sorbents are not to be used in the treatment of bulk liquid hazardous wastes that are to be placed in a landfill. The guidance discusses the legal requirements of the amendment and presents technical guidance to assist the owner or operator in complying with the amendment.
