Abstract
The document, presented in four volumes, provides guidance to owners or operators of hazardous waste management facilities as to the conduct of the second phase of the RCRA Corrective Action Program, the RCRA Facility Investigation (RFI). The document provides such owners or operators with guidance on conducting a RFI, based on release determinations made by the regulatory agency. The owner or operator of a facility is notified, through an enforcement order or permit conditions, of those unit(s) and releases (known or suspected) which must be further investigated. Media of concern include: soil, ground water, subsurface gas, air, and surface water. Volume I presents the procedures and rationale that should be used to develop a work plan for conducting the investigation, a general strategy for release investigations, other aspects of the investigation, and the means by which the data collected during the RFI will be interpreted by the regulatory agency. Volumes II and III describe media-specific methods for conducting an RFI. Volume IV presents case study illustrations of various aspects of the RFI process.
