Abstract | This Area Contingency Plan (ACP) has been prepared under the direction of a Federal On-Scene Coordinator to provide guidance to response personnel working with any federal, state, or local agency and any private corporation. This plan provides for the coordination and direction of federal, state, and local response systems and encourages the development of local government and private capabilities to handle discharges and releases of oil or hazardous substances to the environment. The contents of Volume I include authorities, abbreviations and definitions, and general language describing the National Response System to address discharges or the substantial threat of discharges of oil or hazardous substances. |
