Abstract
Faced with the two interrelated problems of high municipal noncompliance and the need for accelerated construction of required treatment facilities, the U.S. Environmental Protection Agency (EPA) issued the Interim National Municipal Policy and Strategy (NMPS) in November 1978. An outgrowth of the NMPS was the creation of work groups to develop a Municipal Management System (MMS). The overall objective of MMS is to increase the rate of municipal compliance and the rate of municipal construction. MMS principles will be made effective through the mutual development of written procedures by the Federal and State construction grant, permit, and enforcement programs. Procedures, by necessity, should be flexible, yet stress accountability.
