Abstract |
The report was prepared in support of the Ohio River Basin Energy Study (ORBES), a multidisciplinary policy research program. Findings are presented on the adequacy of current review procedures, criteria, and public participation in energy facility siting (EFS) for nuclear and coal-fired power plants. Case studies of EFS are presented in detail for three coal-fired power plants: East Bend (Kentucky), Killen (Ohio), and Mountaineer (West Virginia). Emphasis is placed on determining aspects of licensing procedures, siting criteria, and siting methodologies that influence the form and extent of public participation. Overall, the report concludes that there has been a lack of public involvement, especially both before and during the Draft Environmental Impact Statement (DEIS) phase. |
