Abstract
In 1980, the State of California, in an extensive well water testing program in the San Gabriel basin, found numerous wells contaminated with TCE, PCE and other chlorinated hydrocarbons. In May 1984, EPA Region IX's Regional Administrator signed a Record of Decision (ROD) selecting air stripping treatment as the most cost-effective initial remedial measure (IRM) to provide the three mutual water companies in El Monte with a source of uncontaminated water. The selected interim remedial action for the site includes: installation of an activated carbon adsorption system for treatment of well discharge at the Richwood Mutual Water Company completion of the design and development of bid documents for the Rurban Homes system, monitoring of this system with implementation of a carbon adsorption system if monitoring results show an increase in well contaminant levels; and based on future determinations, if necessary, an upgrade to the Hemlock system. The estimated capital cost for the selected remedy is $1,616,100 - $1,771,800 with annual O&M of $181,400 - $303,100.
