Abstract |
The Regional Contingency Plan (RCP) is prepared to comply with the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) and to implement the NCP at the Regional level. The plan provides the structure and mechanisms for responding to a pollution incident, or threat of a pollution incident, in a timely, coordinated and effective fashion. Procedures for coordinating with the United States Coast Guard (USCG) Area Plans and other Federal, state, tribal and local community emergency plans are presented in this plan. |
