Abstract
The purpose of this study was fourfold: (1) to evaluate the inspection procedures currently used by the Commonwealth of Virginia in the Region II Office, (2) to train the inspectors in the use of comprehensive inspection techniques, (3) to develop a modified inspection plan for the Region II area, and (4) to analyze the effectiveness of the modified inspection plan with respect to improving continued compliance of the sources located within Region II. This study was divided into seven major subtasks: (1) evaluation of the current inspection procedures, (2) development of targeting criteria for selecting the sources to be inspected and the level of inspection to be conducted, (3) training of inspectors in the use of comprehensive inspection techniques, (4) field training of inspectors to instruct them in the use of field equipment and the techniques covered in the classroom, (5) development and implementation of a modified inspection plan for Region II, (6) analysis of the modified inspection plan, and (7) preparation of a report describing the study; presenting the methodology, results, and conclusions; and setting forth specific recommendations regarding the application of the methodology to other areas in the Commonwealth of Virginia.
