Abstract |
This report presents analyses in support of EPA's development of a small manufacturer definition required for Section 8(a) of the Toxic Substances Control Act. Under Section 8(a), manufacturers designated as 'small' are exempt from certain reporting requirements. The report develops a framework for balancing off reporting costs with the benefits of receiving information from manufacturers. Production data are used in examples of how this balancing of costs and benefits can be performed for various types of small manufacturer definitions. |
