Objective:

The objective of this research project is to obtain appropriate personnel, data and equipment in a timely fashion so that the other projects can pursue their respective lines of endeavor with a minimum of administrative distraction.

Progress Summary:

The Director monitored the progress of subprojects 1-4, including oversight of their budgets, staffing and coordination; planned and implemented subcontracts to Oregon State University; assembled and submitted quarterly and annual reports; and coordinated various matters with the Oregon State University Program (DAMARS), the Southern California Coastal Water Research Project, and with the Space-Time Aquatic Resources Modeling and Analysis Program’s (STARMAP) U.S. Environmental Protection Agency (EPA) Project Officer. The Director assisted in completion of a subcontract with Water Quality Technology, Inc.

Don Stevens, partially supported by this project, organized the Second Annual Conference on Statistical Survey Design and Analysis For Aquatic Resources, Oregon State University, Corvallis, OR August 11-12, 2003. The STARMAP Director also actively participated in its planning, especially in organizing a pre-conference visits to the Environmental Monitoring and Assessment Program sampling sites for students and post-doctoral fellows in both programs.

The Director initiated contact between Alix Gitelman, funded by STARMAP at Oregon State University, and Kenneth Reckhow of Duke University and the North Carolina Water Resources Research Institute. This has led to what appears likely to be a substantial continuing interaction.

Future Activities:

The Director will continue to: monitor the progress of subprojects 1 - 4 and their coordination; monitor the progress of subcontracts to Oregon State University and the Southern California Coastal Water Research Project; and coordinate the Program’s activities with various parties. He will prepare and submit quarterly and annual reports to the EPA Project Officer as well as maintain and expand the STARMAP web site.

The Director will facilitate development of subcontract relations with young statisticians at other institutions as an alternative to scarce post-doctoral fellows.

The Director is serving as the Program Chair for the Graybill Conference, June 16-18, 2004, at Colorado State University. The Director will organize and plan the Third Annual Conference on Statistical Survey Design and Analysis For Aquatic Resources, scheduled for Colorado State University, Fort Collins, CO, September 10-11, 2004. The Director is organizing the statistical/sampling component for the Monitoring Science and Technology Symposium, Denver, CO, September 20-24, 2004.
