Description:

The United States Environmental Protection Agency (EPA) and the German Federal Ministry of Education and Research (BMBF) created a Bilateral Working Group in 1990 to gain a better understanding of each country's efforts in developing and demonstrating remedial technologies (Phase I and Phase II). Under Phase 11/ of the Bilateral Agreement (begun in 2000), EPA and the BMBF are using best practices to provide tools for overcoming obstacles to redevelopment/revitalization of potentially contaminated sites. EPA, BMBF, and the Interstate Technology Regulatory Council (ITRC) are cooperatively preparing two similar tools. In the U.S.. Site-specific Management Approaches and Redevelopment Tools - Resource (SMARTresource) is a searchable document containing ideas, resources, and best practices for redevelopment/revitalization. In Germany, the SMART Guidance is being developed to provide guidance for preparing a business plan. Both products are intended to set the framework for clearly communicating the related risks, potential opportunities, and the tools necessary to redevelop a site to all possible stakeholders in the project The U.S. is preparing additional SMART electronic tools. SMARTtech contains four, searchable databases: characterization technologies, remediation technologies, monitoring technologies, and cultural heritage case studies. SMARTe will be a web-based, decision support tool allowing users to "test" site-specific inputs to determine cost and benefits (market and non-market) of a specific end use. This presentation focuses on the SMART tools including the history of the idea, goals, focus areas, participants, model and beta project approach, and schedule. The SMART tools are considered to be useful especially for practitioners who plan and develop, and covers the vision, economical, environmental, and social
aspects of projects.
