ESTABLISHMENT OF NUMERIC CRITERIA FOR PRIORITY TOXIC POLLUTANTS FOR THE STATE OF CALIFORNIA; PROPOSED AMENDMENTS FOR MERCURY AND CADMIUM

Impact/Purpose:

This rule will be used by EPA, the State of California, the regulated community in California, and the general public to assess the quality of waters in California with regard to mercury and cadmium. The rule will be used to determine discharge limits associated with point and nonpoint discharges for these two pollutants in California.

Description:

This rule will promulgate numeric human health water quality criteria for mercury, and numeric aquatic life criteria for cadmium, in the State of California. These criteria will be implemented through NPDES permits and used in the analysis of the assimilative capacity of TMDLs for setting load and waste load allocations. EPA is promulgating this rule based on the Administrator's determination that these numeric criteria are necessary in the State of California to protect human health and the environment.
