Impact/Purpose:

The primary objective of the research program is to develop, test, and apply a multimedia, multi-pathway, multi-receptor exposure and risk assessment modeling system (the 3MRA) and accompanying methodologies to assess uncertainty and to support regulatory-based applications.

Description:

The Office and Research and Development (ORD) and the Office of Solid Waste (OSW) have combined to formulate a science-based modeling technology entitled 3MRA ( Multi-media, Multi-pathway, Multi-receptor Risk Analysis). The 3MRA modeling approach has been applied to estimate human and ecological risks in the context of the Hazardous Waste Identification Rule (HWIR). The Agency solicited and received comments from the public and from independent peer reviews in response to a Federal Register Notice (65 FR #138 July 18, 2001) that describes the 3MRA methodology, the related software technology, and initial representative results of the HWIR risk assessment. This memorandum is designed to document responses to public and peer review comments related to the following components of the 3MRA application for HWIR for which ORD was principally responsible: System (including System Software and System Science) Statistics, Surface Water Module, Atmospheric Module, Chemical Properties and related Databases.
Included in this memorandum are 1) a background section that summarizes the history of the HWIR, 2) a summary of major comments and responses per component, and 3) appendices containing detailed listings of specific comments and ORD responses. The Office of Solid Waste will combine these responses with those generated at OSW to form a single comprehensive response to Public and Peer review comments.
