Impact/Purpose:

Water resource management under future climate, land-use, and population change can be very challenging with shifts in the frequency of extreme events (both flooding and drought). Robust decision-making (RDM) tools are required to inform solutions in cases of deep uncertainty. EPA ORD has been creating a suite of tools to work in conjunction with WMOST v3.1 to test the robustness of current optimal (least-cost) solutions to meet water quantity and quality goals under future climate change scenarios. The Hydrologic Comparison Assessment Module (HCAM) is designed to work with WMOST v3.1 to analyze multiple WMOST runs for different climate scenarios.

Description:

The Watershed Management Optimization Support Tool (WMOST) is an EPA application that allows users to find the most cost-effective solutions to meet water quality and quantity goals through integrated water management, considering solutions in stormwater management (green and gray infrastructure), wastewater, drinking water, and land conservation. The Hydrological Comparison Assessment Module (HCAM) utility prepares multiple WMOST runs for different climate scenarios by running EPA's Stormwater Management Model (SWMM) to estimate urban runoff and loading reductions associated with stormwater control practices. Users can reference the combined instructions for WMOSTv3.1 + HCAM, as well as earlier user guides describing the fundamentals of WMOST v3.0.  Example input files are provided for test runs of HCAM and WMOST v3.1.
