The USEEIO framework to create IO models: application to the DoD and case demonstration

Impact/Purpose:

To share with the LCA XVIII audience some of the initial work being done by DoD and USEPA to harmonize environmentally-extended input-output models. In this presentation we described the use of the United Stated Environmentally-Extended Input-Output (USEEIO) model framework to recreate the Defense Input-Output (DIO) model.

Description:

The United States Environmental Protection Agency (EPA) recently developed the United States Environmentally-Extended Input-Output (USEEIO) model and IO Model Builder in support of its Sustainable Materials Management program. The USEEIO model provides a U.S.-relevant approach to conduct LCAs that interact with nearly all sectors across the U.S. economy. The USEEIO framework was recently released, which provides an automated approach to USEEIO-like model development. A notable feature of the framework is model output in a standardized LCA format that facilitates process-LCA integration. The United States Department of Defense (DoD), as part of the recently-developed Sustainability Analysis methodology incorporates the Defense Input Output (DIO) database, a DoD-specific hybrid model. Nearly all DoD activities interact with the U.S. economy, such as production of systems by original equipment manufacturers (OEMs), operation of the system by DoD, system maintenance and upgrades, and decommissioning of systems at the end of useful life. In all of these, components, materials, chemicals, electricity, and fuel are used. In some cases, though, DoD uses materials that differ from those available in the economy (or uses them differently). Military vehicles, and other combustion sources and locations need to be considered. Transport of freight and people, too, are specific to DoD. The framework for incorporating information into hybrid models provided by the USEEIO framework allows for USEEIO to serve as the basis for re-creation of the DIO. In past work on the DIO, there were an additional 342 Energy use extensions, and 54 extensions for transport. This presentation will cover the approach used to re-create the DIO in a reproducible manner, using the USEEIO framework as a foundation. The procedure for creating related input-output databases in this manner will be highlighted.
