Impact/Purpose:
The purpose of this report is to provide a scientific review of two Virginia Department of Environmental Quality documents that propose a new chlorophyll-a assessment protocol and new chlorophyll-a criteria for the tidal fresh and oligohaline James River. The report summarizes the findings of a review panel convened by the Chesapeake Bay Program’s Scientific and Technical Advisory Committee. The review will be considered in the course of rulemaking by the Commonwealth of Virginia and may result in changes to the initial proposed criteria and assessment methodology before adoption by Virginia and possible subsequent EPA approval.
Description:
The report addresses three charge questions that were proposed by the CB STAC. The panel noted that concerns outlined in a previous review (also published by STAC) had been earnestly considered in the new effort and that the VADEQ is on a path that will lead to scientifically defensible criteria and assessment methods for the James River. However, there are still serious concerns outlined that the panel feels should be addressed.
