C-PORT initially developed in response to Region 4 concerns with NEPA assessments in port expansionsExpansion of Panama Canal prompted East and Gulf Coast ports to propose modernizations/expansionsEPA R4 reviewed Charleston EIS, but letter specifically asked for screening-level assessment of air quality impacts to vulnerable and EJ communities; EIS approved without the requested air quality assessment. Port Authority was sued by a community using a Social Impact Assessment; community was awarded $4M to mitigate impacts. R4 proposed RARE to develop C-PORT for future NEPA actions.
