Description:

Research studies being conducted by the U.S. Environmental Protection Agency in collaboration with the U.S. Federal Highway Administration are designed to establish relationships between concentrations of highway vehicle air pollutants and variations in these concentrations as a function of distance from the highway, highway traffic flows and meteorological conditions. Pollutants of interest include mobile source air toxics (MSATs), black carbon, carbon monoxide, oxides of nitrogen and particulate matter with aerodynamic diameter less than 2.5 microns (PM2.s). This article presents the application and evolution of a multi-criteria-based site selection process as derived from the Las Vegas near-road study and the application of this process to the Detroit site selection activity. Moreover, this article presents the multi-criteria analysis used to select the most appropriate near-road measurement sites in the Detroit, Michigan area to conduct measurements of PM2.5 and MSAT and document the rationale for selecting or rejecting specific sites. This multi-criteria analysis is expected to enhance monitor siting pursuant to the recent U.S. EPA rule requiring the siting of nitrogen dioxide (N02) monitors within 50 meters of major roads as siting for the measurement of community-wide N02 concentrations.
