Description:

Manual leak detection and repair (LDAR) programs are currently implemented on a regular basis at refinery sites to limit fugitive emissions of volatile organic compounds (VOC). However, LDAR surveys can be time-consuming and are not always cost-effective. Fence line monitoring of refinery sites using optical remote sensing (ORS) instrumentation can be used to augment existing LDAR programs by providing continuous, real-time emissions data. The data collected with the ORS instrument may be coupled with wind direction data to help pinpoint the location of leaks, greatly reducing the costs of LDAR monitoring. ARCADIS and the U.S. EPA's Office of Research and Development have developed a prototype ORS instrument that can be deployed for remote, long-term monitoring. The instrument provides non-speciated, sensitive gas detection with simplified data analysis at a much lower cost than conventional ORS instrumentation. The first prototype instrument was assembled and tested in 2009. This paper describes the system design elements, and presents the results of the initial instrument testing.
