EPA National CSO Control Policy has nine minimum controls/long-term control plans: Maximization of flow to WWTP; Select CSO controls that will meet CWA requirements; Cost/performance considerations to demonstrate reasonable control alternatives; Maximization of WWF treatment at existing POTW treatment plants; Maximize use of existing system; Minimize new construction by operational and low-cost inline improvements in existing sewerage; Treatment by settling when storage tanks overflow; Design capacity function of diminishing returns on control vs. cost curve; and Size storage vs. treatment based on break-even economics.
