Planning Sustainable Land-Use: The Experience Of Stella, Missouri

Citation:

HANSEN, V. E. Planning Sustainable Land-Use: The Experience Of Stella, Missouri. Presented at Workshop on Institutionalizing Sustainability Assessment: The Case of Land-Use Decisions, Leipzig, GERMANY, June 25 - 26, 2006.

Impact/Purpose:

The concept of sustainability is explained and applied by following the progression of the Stella, Missouri project from the town meetings to obtain citizen input to developing a master plan that would meet community needs and values within the requirements for keeping intact and/or revitalizing natural, social and economic systems.

Description:

Sustainability has numerous definitions and is often discussed. However, there are fewer lessons derived from its application. The concept for its application evolved out of a study to determine whether brownfields could be redeveloped to be more environmentally friendly. The course of this research led us to realize that it might be possible to intentionally plan projects to achieve prescribed qualities related to environmental, social, and economic systems. The opportunity to plan a community to meet these requirements arose in conjunction with addressing a superfund site in the town of Stella, Missouri. This presentation follows the progression of this project from town meeting to obtain citizen input to developing a master plan that would meet community needs and values within requirements for keeping intact and/or revitalizing natural, social and economic systems. Rather than prescribing what the community should become, the plan provides a selection of choices that the community can make while also being sustainable; and it has enabled citizens to make those choices and become involved in revitalizing their community.
