The ETO - Engineering Trade-Offs program is to develop a new, integrated decision-making approach to compare/contrast two or more states of being: a benchmark and an alternative, a change in a production process, alternative processes or products. ETO highlights the difference in 1) engineering performance; 2) economic/cost efficiency; and 3) potential environmental burdens. ETO includes an assessment of the potential social resistance to a change. The major projects of the ETO Program are (1) ETO Methodology Development, (2) Mercury Initiative, and (3) Physical Vapor Deposition of Tantalum on Gun Barrel Steel.
