Impact/Purpose:

To describe the conditional relationship and the conditions of a harmonious relationship between human, social, economic, and natural systems, and to determine how the planning process can be used to meet human and economic objectives within these conditions. To illustrate the application of the planning strategy to the master plan for Stella, Missouri.

Description:

Human life is conditional upon intact ecosystems that provide goods and services required to sustain human life. Because development will incrementally and cumulative consume the biophysical environment, the conditions of intact ecosystems must be the basis for how the environment is used. The first part of this presentation describes the conditional relationship and the conditions of a harmonious relationship between human, social, economic, and natural systems; and outlines how the planning process can be used to meet human and economic objectives within these conditions. The second part of this presentation illustrates the application of this planning strategy to a master plan for the community of Stella, Missouri. It also gives examples of how development to meet this plan might be accomplished in small bites. The measure of this plan's success will be the community's ability to meet its needs, endure over time, and evolve in place.
