Description:

The U.S. contingent of the U.S.-German Bilateral Working Group is developing Sustainable Management Approaches and Revitalization Tools-electronic (SMARTe). SMARTe is a web-based, decision support system designed to assist stakeholders in developing and evaluating alternative reuse options for a potentially contaminated site or area. SMARTe was developed to overcome obstacles to revitalization which were identified in 2000-2001 by the U.S.-German Bilateral Working Group including: (1) Incomplete evaluation of costs and benefits (typically only market costs and benefits of potential redevelopment/revitalization options are evaluated and non-market costs and benefits are excluded), (2) Difficulty identifying private and public financing options, (3) Difficulty locating state-specific information and requirements, (4) Difficulty identifying and evaluating characterization, remediation, and long-term monitoring technologies for contaminated sites, and (5)Inability to communicate with other stakeholders. In addition to providing information and resources to help overcome these obstacles, SMARTe will provide the analytical tools needed to implement and integrate each component of the decision process to allow stakeholders to evaluate alternative reuse options. SMARTe is intended for all stakeholders with varying levels and types of expertise. For example, a novice user can obtain information, links, and ideas related to various aspects of revitalization (e.g., future land use, project participants, community involvement, environmental issues, economic analysis, sources of money and liability). Templates, databases, and calculators can be used by more experienced users to obtain more technical and/or quantitative information. Expert users will find the expert system and data analysis components most useful. SMARTe is being built in an overlapping phased approach. The first phase consists of transferring information and resources. The second phase consists of developing interactive tools and templates. The third phase, expert system and data analysis functionality integrating the first two phases, will be completed in 2007.
